1. Recommendation:

Training centers to overcome capacity constraints of local governments should be established in districts and Upazilas.

As establishing training centers at the district and Upazila levels requires the huge investment, addressing this recommendation would take time. Local Government Division may consider addressing this recommendation in the long run, subject to availability of resources. However, as a short/ mid-term action, LGD can recommend National Institute of Local Government (NILG) to develop capacity of Upazila Resource Team (URT) members until establishment of training centers at the district and Upazila levels.

Local Government Division may consider addressing this recommendation in the long run, subject to availability of resources. However, as a short/ mid-term action, Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C) can increase the resource base and capacity of the existing Regional hub e.g. Bangladesh Academy for Rural Development (BARD), Comilla and Rural Development Academy (RDA), Bogra and NILG, Dhaka, as well as promote the increased networking among these institutions.
