1. Recommendation:

UNDP CO  has to monitor exploitation and usage of the equipment upon completion of the Project in all pilot regions during the 1-2 years after the end of a Project

The Agreements were concluded between UNDP and created Centers on handling medical wastes, which envisages rights and liabilities of the sides. The agreement foresees the articles, according to which the Centers has to use equipment for its intended purpose. UNDP CO provides monitoring of exploitation of equipment during 3 years.

2. Recommendation:

Recommended to consider the opportunity of joining efforts with central and local authorities, private companies and business associations, UN agencies, international sponsors  and NGO for the contribution of changes to legislation/  regulatory act in the country, in order to provide more effective promotion of business involvement to new technologies implementation without burning through the program/ mechanism of public and private partnership (PPP).

Today, according to established changes to the existing legislation in Ecological Codex of the Republic of Kazakhstan was included

 new concept “hierarchy of wastes”. Given concept stipulates information to the minimum use of burning approaches of waste destruction. Government will continue the work on development and adoption of legislative regulation, providing introduction of new technologies. Also, introduction of programs and events, directed for the support and business development.

3. Recommendation:

Recommended to accelerate the work on support of existing National Association on waste management (KazWaste) for  providing  sustainability in progressing new best environmental performance/ best available technologies with the purpose to decrease and recycling medical wastes of Kazakhstan.

The Ministry of Energy has started the work on preparation of standards of handling medical wastes which envisages the issues of decreasing the volume of waste formation.

4. Recommendation:

Recommended to continue support the Government in accelerating work on determination of national requirements and demand of ratification of Minamata convention, as well as strengthening of national potential, creation of structure and practice for the implementation of future work on realization of Minamata convention in coordination with existing work under performance of Stockholm, Basel and Rotterdam convention within the framework of new Project, supported by UNDP and financed by GEF, “Minamata Initial Assessment for Kazakhstan”

5. Recommendation:

Recommended in future projects, to pay more attention for consideration of gender aspects in development of events, as well as involvement of women, considering their role as interested sides in aspects of utilization of hazardous wastes in the country. Professional preparation and work with the public should be developed with special attention to gender equality and reaction on gender problem. Also, it is important to underline the normative Annex about analysis of gender problematic and action plan for the future GEF Projects.

6. Recommendation:

UNDP could recommend MFA of RK to consider results of the Project in assistance of  receiving countries official development assistance (ODA) of Kazakhstan in Afghanistan, Tajikistan and Kyrgyzstan and involve to the appropriate Regional Bureau on Europe countries and NIC/ Asia-Pacific regions of GEF, as well as Country offices of UNDP for the supporting  smoothly and successful duplication, which will help to reach the global benefits in the sphere.
