1. Recommendation:

Recommendation No. 1: Revitalize the Project Board

UNDP should put significant effort into the revitalization of the Board or of a similar governance entity that can perform the functions

expected of a Board – i.e. providing strategic guidance and generating high level buy-in.

The Board function has been revisited whilst recommendation discussed in the August 2017 Project Board Meeting. It was agreed that

the Board Members should be pro-active, review results, and impacts of on ground activities, and positive feedback was observed in the

very board meeting. The Board Members provided strategic guidance for outstanding issues and were as follows:

- The Regional government focal points (Hir-Shabelle, Galmudug, and South West State, Environment Ministries) to mobilise and

sensitise communities to support the water harvesting, civil works and the Setting up of Agro-pastoral schools (APFS) in 4 districts

(Afgoye, Jowhar, Guriel, and Balanbale). These communities and local governments to also re-vitalise the District Disaster Management

Committees (DDMCs) that were established during feasibility studies conducted in 2015. Also, UNDP to provide the necessary technical

support to achieve mentioned deliverables

- Board to follow up with Ministry of Humanitarian Affairs and Disaster Managements (MoHADMA) the engagement with Somalia

Disaster Management Agency (SoDMA) on a letter of agreement for Capacity building

- Scholarship for climate change and Natural Resource Management Post Graduate Degree Programmes to be based on academic

qualification and regional balance with allocation of 5 students per Regional Member States (Hir-Shabelle, Galmudug, South West,

Jubaland, Somaliland and Puntland) and 30% should be assigned to girl students. Panel to include of 14 members (Federal Education

Minister, DG Office of Environment OPM, and the Environment and Education Ministries of the 6 Regional Member States)

- Office of the Environment in OPM to be main coordination institution on the government side to receive recommendations from

member states and place it on the agenda of board meetings UNDP Country Office to advise the Environment Office on follow-up

actions within the scope of the project

Recommendation No. 2: Project should launch a study to identify possible areas for synergy

2.1. Revising the theory of change and developing full theory of change balancing pilot activity and upstream activities

Revisiting project theory of change is ongoing. The second Least Developed Countries Project to fully incorporate this recommendation.

Recommendation No. 4: Consider cancelling community based activities in Southern regions of Somalia

# 4.1 Relocating funds to useful activities in other components of the Project.

The needs of the new member states are far greater than others. Also rate of vulnerability is higher and deserves utmost flexibility. This has been consulted with the Project Board members for discussion and agreed action was to engage the Regional government focal points (Hir-Shabelle, Galmudug, and South West State, Environment Ministries) to mobilise and sensitise communities to support the water harvesting, civil works and the Setting up of Agro-pastoral schools (APFS) in 4 districts (Afgoye, Jowhar, Guriel, and Balanbale), to also re-vitalise the District Disaster Management Committees (DDMCs) that were established during feasibility studies conducted in 2015. # 4.1:  Budget for reforestation activities has been relocated for Capacity building Federal Humanitarian and Disaster Ministry /Somalia Disaster management Agency (SoDMA)

- Targeted capacity development to be addressed through projects running in parallel, including, cross-cutting capacity development project, National Adaptation Support

Programme and Joint Programme on Charcoal.
