The project plans to address the issue at the level of the Project Board Meeting to be conducted in fall 2017 to decide if the allocation of resources for implementation of the 9th demo plot would provide a greater value or still select the other region to implement a 9th plot or re-allocate the resources to promote extra activities to replicate, document and scale-up project achievements in the respective Oblasts and nation-wide.

A draft of the ILUP is submitted to the MOA as well as local Akimats for their revision and comments. As soon as we have their comments and revision a project’s established task force group will be tasked to define parameter to get IULP integrated both at the normative and regulatory acts including review to what extent some aspects of the IULP and greener farming businesses would be possible to integrate it into a local level farming system.

3. Recommendation:

It is recommended to further support the development of organic farming in Kazakhstan

The project continues to promote organic farming issues in Kazakhstan and will conduct assessment on the viability of the organic farming business model through replicating and demonstration of the compost production system which can be showcased to the farmers; a separate expert will be hired to assess export markets, analyses of international certification models and development of organic farming standards and accreditation rules, terms and condition. Based on conducted assessment and the results of the demo plots and compost production enterprise will facilitate to set a national organic products certification center.

4. Recommendation:

It is recommended to organize a project retreat with the Project Team and key Stakeholders to review project progress to date and develop a roadmap for the remaining three years of implementation.

The project will conduct a specialized retreat to present a project so far obtained results and discuss it with a broader national state and none state stakeholders focusing on the 5 main following issues to work out.

  1. The economics and marketing aspect – the best way to support a market of supply chain and transfer technology, farmers centered SLM practices stressing the basic financial and marketing issues of those best practices to be potentially replicated from the farmer’s stand of point.
  2. Strengthen the capacity of Agriculture Extension Services –  To strengthen the capacity of the extension centers and set a knowledge management hub, a project will first conduct a detail institutional assessment of the national extension centers, evaluate their professional knowledge attitude and practices applied. Based on the results of the institutional assessment of the national agricultural extension centers the project will develop a term of reference for extending the capacity of the extension centers starting from the FY2018.
  3. Measures to reinforce the institutionalization of project achievements and the replicability and scaling-up of these achievements nation-wide - the project will develop a series of training modules and programmes which will be mainstreamed into a new curriculum of the agricultural extension centers for further dissemination and wide scaling within the other areas/regions in KZ. This is also to note that the envisaged training modules, curriculums and programmes will be based from the documented best practices and lessons learned from the nine demonstration plots established within the six target regions of the project. The project will also conduct a series of TOT trainings and continue conducting national wide events called “Field Farmer’s day” to engage more farmers and set a platform for exchange experience and expression of thoughts and create feedback mechanism between decision makers and farmers.
  4. How to advice MOA on agro-environmental incentives and subsidy schemes, using the lessons learned from the demonstrations – the project is presently finalizing a comprehensive study on national subsidy systems in Kazakhstan.  Based on the results of the study and recommendation, the project will proceed with concrete action plan to improve the regulations for subsidy system in Kazakhstan. The main purpose is to make that small and medium size entrepreneurs would get access to the subsidies for the development of their farming businesses. The project will also work out on the other form of providing agro incentives through agro-insurance

6. Recommendation:

The project will hire SLM specialist who will conduct a comprehensive assessment on the extend of the impact of all the demonstration plots including ILUP. Based on the results of such assessment an SLM expert will draft a concept paper for a project to scale-up these results nation-wide focusing particularly on developing the capacity of Agriculture Extension Services throughout Kazakhstan as key entities to link research with farmers and promote/bring SLM knowledge to farmers.
