1. Recommendation:

1.The GEF project formulation stage in Myanmar is to contain an addendum concerning appropriate community engagement methods, which are sensitive to indigenous & local community (ILC)  and use issues. This should be prepared ahead of new GEF-7 projects [UNDP and GEF with MoNREC]

The mandatory requirement of pre-screening of social and environmental risks at project concept stage and detailed social and environmental screening procedure (SESP) including assessment and management plan at the project development stage will ensure community consultations and FPIC are adhered to..

Developing a series of guidelines that cross three existing government mechanisms has the same structural challenges as developing the country’s land law. With the November 2020 National Election, the lack of significant funding support and the need for public consultation with a range of ethnic and CSO stakeholders this guideline is expected to take time.

The government legalizes the Protected Area Management Support Committee (PAMSC) systems under the Conservation of Biodiversity & Protected Areas (Myanmar Law) CBPA rules. Once rules are approved, the government could allocate funding for the next meeting. WCS only has current funding to support this system in Sagaing  Region

There is an ongoing discussion between Forest Department, WCS and local community leaders to identify and map community resources in relation to Hponkanrazi Wildlife Sanctuary to build trust and explore new opportunities for Community Protected Area implementation

6. There is a need to ensure that the co-management process is inclusive of all Indigenous & Local Community (ILC) groups. The Chin People around the west of Htamanthi Wildlife Sanctuary (Sagaing) need to be engaged in Community Forest , not just the Shan People [Khamti and Homalin FDs with WCS]

7. Recommendation:

The Lisu People in the Hkakaborazi landscape area who have been approached with regard to Community Forest designation, need further information, as to if a Community Protected Area is more appropriate than a Community Forest, especially bearing in mind the Rawang People are now looking at Community Protected Area s at the best option in this area. The approaches need to be reconciled and / or harmonized [NWCD with WCS] – see also point 2.

The Lisu are currently developing their own civil society organization to participate with government and non-government actors in the Putao area. Their role will work towards issues on resource management, land access and social challenges.

8. Recommendation:

8. The conservation donor community and MoNREC / FD need exposure to the lessons learned and best practices of this project, with regard to co-management approaches (including participatory land use planning) and how to approach sensitive land issues. This applies in particular to upcoming World Bank, EU, DfiD and UNDP projects.

Exit strategy has been prepared; lessons and good practices from the project will be documented and presented to donor communities for replication or scale-up in other Protected areas PAs in the country.
