1. Recommendation:

Midterm Review Recommendation 1:  Adjustment need to be done to the end of project targets and indicators of some outcomes (identified in table 2) based on the RBM criteria used for the MTR - progress observed, the difficulties and challengers faced, achievements, financial availability and the time remaining to close the project.

Management response: The recommendations identified in Table 2 was presented and discussed with PMU to determine if the revised targets and end of project targets were appropriate. Comments and further recommendations were identified by PMU and have been reflected accordingly in the table.

The MTR made no modification to Outcome 4 indicators and targets, however, PMU has suggested some amendments which has also been approved in the board meeting and is being reflected accordingly in the project board minutes.  These changes will guide the terminal evaluation of the project.

2. Recommendation:

Midterm Review Recommendation 2:  Corrective actions should be taken towards monitoring and evaluation of the project. This includes the use of suitable protocols to improve M&E tools while also ensuring that it is participatory and inclusiveness to all stakeholders at national, provincial and local community level. Also, the M&E process should be used as a learning tool based on experiences arising from the project implementation process. The M&E of VCAP should also link into the national/government M&E system. This means that Ministry of Climate Change should also continue to monitor the actions and benefits of the VCAP project and build into its institutional planning and budgeting over time even after the VCAP project has ended so there is continuity. This will also be a clear demonstration of responsibility, sustainability and further development of the VCAP benefits to the project implementing and responsible partners.

Management response: The recommendation is acknowledged, and we do agree to the poor monitoring and evaluation of the project over time. The project has only been conducting GEF and UNDP monitoring and evaluation reporting which has focused specifically on capturing achievements of the project. Little emphasis has been placed on lessons learnt to direct the project over time and how they could also be linked into the national level planning etc.

3. Recommendation:

Midterm Review recommendation 3:  The C3ADS needs to be more strategic and targeted to address long term climate change impacts and not just within the project period. Once the target is defined, an analysis and definition of the obstacle and risk that the target will encounter should be conducted. Appropriate adaptation actions could then be identified. This will confirm that the C3ADs is an actual strategic tool to address adaptation of communities,

4. Recommendation:

Midterm Review recommendation 4: The VCAP project should prepare an exit strategy urgently. This is to ensure the smooth transition of the project coordinator’s responsibilities into national institutional responsibility (in terms of technical, financial and contractual terms).

Management response: The recommendation is acknowledged. VCAP has established a working baseline that other key stakeholders could build and invest on in terms of upscaling. The exit strategy will also ensure the sustainability of the VCAP benefits at site level after the project period and commitments from the involved stakeholders. VCAP will work on an exit strategy agreement with partners.

5. Recommendation:

Midterm Review recommendation 4:  Co-financing information needs to be reported in the PIRs or at least be considered in the audit report

Management response: The recommendation is noted however the PIR and Audit report follows a standard template that does not capture co-financing information. The RTA has identified the possibility of accommodating this reporting in the next PIR
