1. Recommendation:

Relevance. When developing a project, it is important to pay special attention to the availability of adequate indicators and their standardized interpretation at all levels of management and project implementation. These indicators should reflect not only the interests of the target agencies and specialists, but also directly interests of the final beneficiaries of the project (citizens vulnerable and affected by gender-based violence). At the same time, as participants of the final conference of the project noted, the indicators should be cross-cutting / cross-sectional, combining the efforts of different parties.

2. Recommendation:

Productivity. Based on basic studies, establish the minimum requirements / requests for direct beneficiaries / target groups of the project and determine the requirements for the functionality and quality of the expected products that are adequate to these requests. Thus, minimal viability is guaranteed, including the costs of future translation and replication of relevant project results. The established requirements for functionality and quality of products help managers and implementing partners adhere to the necessary techniques and standards (that is, to provide and verify, and validate the product). In this case, it can be expected that the results of the project represent the completion and implementation of one stage and output directly to the next stage of the work, with improved approaches and tools.

3. Recommendation:

Effectiveness. Since the ultimate goal of implementing such projects is to improve the access of victims of gender-based violence to the complex of services, particularly the assistance standards, positive changes in the quality of life of the victims and their families can be considered as the basis for the development of project performance / effectiveness indicators. At the same time, it is necessary to take into account that the question of standards of assistance to victims is still open and controversial in Kyrgyzstan. In this regard, even at the project development stage, it is important to identify and coordinate with the partners a working (for the needs of the project) model of rendering assistance to victims with integrated assessment indicators. On this basis, optimal solutions to the problem, costs and scope of the project's impact at both the individual and institutional levels can be discussed. This also contributes to better coordination of actions, effective monitoring and consistent correction of the course, if necessary.

4. Recommendation:

Impact and sustainability. The complex nature of projects for the addressing gender-based violence with multiple outcomes requires the drawing up of a social impact map centered on the final beneficiaries. It is important to have a clear idea at what level changes are expected - niche (concrete service), institutional (laws and structures), etc. It is necessary to conduct a qualitative analysis of the context, which also makes it possible to assess the risks and assumptions about the results. In this view, referring to the proposals of the participants in the final conference of this project, we can say that for several years the number of issues on which the sustainability of initiatives in the field of addressing gender-based violence depends does not lose its relevance
