RBA Evaluation Plan was submitted along with the RPD and was approved by the 2007 June Board(prior to the approval of the current strategic plan). All projects under RCF-III involve Direct Implementation. RBA management needs for evidence determined the timing of evaluations conducted. Many Regional Projects under the RCF-III experienced considerable delays and actual implementation of a number of projects started in 2010. For this reason, evaluations related to the Regional Programme began in 2011. To minimize travel costs and maximize relevance of the evaluative evidence produced, RBA chose to conduct primarily outcome-focused evaluations. Cost constraints dictated the choice of conducting thematic evaluations along each Strategic Plan results area, by bundling all RPD outcomes under the theme. Thus, every RPD outcome will be evaluated. Each outcome assessment in turn will cover all projects under that outcome. Project evaluations were reserved for projects either deemed critical by the management or to aid decisions on extending projects that were about to end (mainly inherited from RCF-II).
