The Evaluation Plan 2018-2022 was prepared using a participatory approach, involving consultations with national stakeholders, the United Nations agencies, as well as other development partners during the process of development of the Country Programme Document, which derives from the agreed outcome areas of the United Nations Development Assistance Framework (UNDAF) 2018-2022 and builds on experiences gained from the implementation of the previous country programme (2012-2016 extended for 2017). Outcome evaluations of each CPD focus area will be conducted at least once during the programme cycle. The evaluation plan also includes mandatory mid-term and final evaluations for GEF-funded projects as well as evaluations for other development projects according to the cost-sharing agreements with the donors or by the decision of the programmes’/projects’ governance bodies. The evaluations will be undertaken according to the OECD/DAC evaluation criteria and UN evaluation principles. The plan will be updated on regular basis at least on annual basis.
