Justification: This evaluation was previously planned as a mid-term evaluation. Due to a complex context, with political issues in the country (an electoral year in 2018, conflict at a high level) and in the partner governance system, as well as a defect of form in the contract, the S&E plan of the project was reviewed. A final evaluation is planned (mandatory) and will be held in 2020, after presidential & legislative elections, planned in October and November. A note to file is inserted in the project folder.
