Justification: 1.- The project has been affected by a notable lag in its implementation, mainly motivated by the fiscal crisis that prevented the Government from complying with the deposit of the financial resources necessary for the timely development and completion of the planned activities. Added to the fiscal restriction was the crisis caused by COVID-19, which forced the total stoppage for several months of the scientific research projects supported by this initiative called "INEDITA". The third transfer of resources, for USD 2.4 million, has been pending since December 2018. 2.- The project will close its operations in December 2020, without all the originally planned results being able to materialize, without the operating costs being fully covered and without having the resources originally planned to finance the evaluation.
