Terminal Evaluation of GEF Address Urgent Coastal Adaption Needs & Capacity Gaps Angola Project

Justification: GEF Secretariat transferred the Addressing Urgent Coastal Adaptation Needs and Capacity Gaps in Angola project to UNEP after consultation with the beneficiary country/countries, particularly with the relevant government agencies involved in project preparation/implementation and other partners, including co-financiers. In addition, according to the para 231 of the PRODOC, which reads: "231. UNEP will be responsible for the recruitment of mid-term and terminal evaluators through UNEP’s independent Evaluation Office, and the required follow-up. UNDP as co-implementing agency will be consulted for input and comments throughout the evaluation process". In this sense, the responsibility to conduct the TE falls under lead agency UNEP, which project component is still under implementation. Therefore, CO would like to reiterate the need to get this evaluation removed for Angola CO plan.
