Output 1.2.1 Capacities at national and sub-national levels strengthened to promote inclusive local economic development and deliver basic services including HIV and related services

CO is requesting the cancellation of the PORTFOLIO EVALUATION: STRENGTHENING GOVERNANCE INSTITUTIONS PORTFOLIO according the justification described below:
1. The entire Governance portfolio was covered by the Country Programme Document evaluation conducted in December 2021 (evaluation report available in ERC). The Governance Portfolio was assessed in detail by the evaluation Team in all the sections of the Report, especially in Evaluation Findings; Financial/Operational and Delivery analysis; Cross-cutting themes; UNDP in the United Nations Development System in Angola; Partnership and Resource Mobilization; Conclusions; Recommendations -in General Recommendations, including specific recommendation on Governance- and related management response and key actions committed by CO. Also, Governance Portfolio was evaluated in several Assessments conducted in different matrix in Annex section. In addition to this, the evaluation matrix of the CPD Evaluation included specific questions that assessed the performance of the Governance Portfolio.
2.The Final Evaluation of the project Justice and Inclusive Society also assessed UNDP’s work in participatory local governance, human rights, justice, and rule of law, the role of women in governance and among other areas, hence it covered the Governance portfolio;
3. UNDP is leading the UN Governance Outcome that will be covered by the UNDAF evaluation planned by UNCT in Q3 2022.
