Summary
Summary One of the Brazilian Government's priorities is the modernization of the state apparatus. In this context, the National Congress has initiated the modernization of the legislative system by launching the Interlegis Program, which aims to establish a virtual community of the legislative power. This communication network will enable the integration of legislative power at all levels (federal, state and municipal) and stimulate public participation in the legislative process. At the head of this innovative Program is the Federal which has negotiated with the Inter-American Development Bank a loan in the amount of $25 million for its nation-wide implementation. National counterpart funding will be $25 million. At the end of the first 18 months, an evaluation will be undertaken in order to reflect project results and impacts. Based on these results, the second phase of the project will be implemented with UNDP support. This Project Document intends to collaborate with Interlegis Program implementation by: (a) providing at least 27 State Assemblies and 558 Municipal Chambers, as well as the National Congress and the Federal Audit Court (TCU), with technological infrastructure; (b) developing Legislative Power-related researches and information technology products; (c) formulating and executing training and information dissemination initiatives for the Virtual Community participants. Lessons learned: (please write information down to be copied to the ERC system - do not attach document) The political climate provokes constant change at the project management level, as well as at the technical level, limiting the implementation process and articulation with UNDP. On the other hand, Brazilian regional differences require the necessity of adopting a specific strategy that can integrate all localities, to which end, the Project must be alert in order to allocate different types of efforts in response to local heterogeneity to achieve expected impacts a
