Justification: Due to the non signature of the UNSCF, the project was not finalized and signed by the government counterpart. The CO didn't receive funding for the project. The CO expects the UN SCF to be signed in Q2 2023 and subsequently, the project will be finalized upon the the signature of the UNSCF. As a result this evaluation is not expected to take place until after 2 years of project implementation ( Q3-Q4 2025)
