The Evaluation was approved by the Executive Board (along with the new CPD 2021-2025) for February 2021. Following project extention, the Evaluation was postponed for June 2021. Approved and cleard by IRH on 17 July 2020.

It is recommended that UNDP BiH, in collaboration with the Embassy of Switzerland/ SDC in BiH, should work with the public audit offices at the entity level in the future, so that they include a performance audit of the development planning and management systems in their work.

UNDP BiH should, in collaboration with the Embassy of Switzerland/ SDC in BiH, explore the potential for enhancing development planning and management in future similar interventions through increased collaborations and partnerships that further support the localisation of the BiH Framework for SDGs.

In collaboration with the Embassy of Switzerland/ SDC in BiH, UNDP BiH should further explore the contribution of post-Project activities to the EU Accession Agenda and the SDG Framework in BiH, to address existing gaps and facilitate increased capacities at the subnational level to apply for external funding.

UNDP BiH, under the direction of the ILDP Project Manager, should continue to work closely with the lead planning institutions and the relevant EU project during the phasing out period, to ensure that programme-based budgeting is fully integrated into strategic development processes at all levels of subnational government.

UNDP BiH, under the direction of the ILDP Project Manager and in collaboration with the lead planning institutions at the entity-level and within BD BiH, should continue to implement the Project Exit Strategy during the remaining project timeframe to ensure effective handover of responsibilities and the scaling up of the good practices for strategic development that emerged during the Project.

UNDP BiH should explore the possibility of scaling up the results of the Project to allow for harmonised development planning and management at the state level, given the potential for Project results to contribute towards the achievement of the nationalised SDGs.

UNDP will seek to engage into new partnerships for implementation of SDGs-aligned development strategies at the local level and support concrete localization of the SDGs. However, this will depend on availability of funding. UNDP will seek to support SDG localization through existing projects or with its internal resources, if feasible, while at the same time exploring more innovative service delivery mechanisms within existing and future projects to contribute to accelerating the SDG achievements. These may include digitalization of local services, upscaling products within existing projects to a larger number of local governments (e.g. e-citizen application), outsourcing of services in cooperation with private sector and CSOs), inter-municipal cooperation, exchange of good practices, etc.
