Increase the number of livelihood programs and dedicate a larger share of the budget to such efforts is recommended. The increased focus on livelihoods integrated with neighborhood and shelter upgrading should indeed steer the way to a long-term economic developmental perspective.

Develop more elaborated tools for measuring results achieved by the project, which can be collected by the team internally or by external studies measuring outcomes and impact.

The project, jointly with LHSP and LPDC, is implementing a Norway-funded project, fully focused on improving social stability and livelihood in vulnerable host communities - including Palestinian Gatherings, following an area-based approach. In Palestinian Gatherings, seven initiatives have been initiated in 2022 to support job creation, employability and income generation activities for youth, men and women in Palestinian Gatherings and surrounding localities, with particular focus on economic productive sectors. Similarly, a joint proposal with a main livelihood component has been presented to KFW, integrated Palestinian Gatherings in targeted municipalities. Thanks to Norway fund in 2022, the UNDP project recruited a consultant to design (1) an information sharing platform to advertise education and livelihood opportunities available for Palestinian youth and (2) pitch competition to support Palestinian young entrepreneurs and start-ups. These two interventions, to be completed by June 2023, are expected to expand the breadth of niches and community groups supported by the project’s livelihood interventions.

The project is committed to complete a post-training survey with a random sample of at least 20% of scholarship recipients for the academic year 2022-2023 as well as business training participants, to measure the impact of these interventions, particularly on job creation and employability. In 2022, the UNDP project designed an initiative to develop the skill base and income generation opportunities for a minimum of 75 youth, men and women in the sector of agriculture and agriproducts. While it replicates the successful pilots implemented in Beddawi in 2020-2021 and utilizes the e-reference agri101, this year initiatives also focuses on the development local agriproducts (fresh pasta) as well as the creation of an online marketing platform to engage at least 10 local producers. Accordingly, we will be supporting agriculture and agribusiness in Saida through sustainable farming skills to youth, fresh pasta training and online marketing platform for local producers
