Summary

This ADR concludes that the UNDP programme has been very responsive to national priorities and has achieved several important results. The evaluation found that UNDP has made significant contributions in supporting the process of developing the first national strategic plan for environmental development in Syria. UNDP was instrumental in the promotion of a stronger poverty focus, with specific attention to capability poverty, in national policies and action plans implemented by the Government. It also responded to major development concerns in the country, particularly in the areas of democratic governance and administrative reform relevant to the executive and the legislative. The Government has engaged UNDP as a key partner in its efforts to formulate national policies for financial services for private sector initiatives and enhanced international trade. The significance of these achievements lies in the fact that they provided a basis for broader reform process to promote human development in the country. The findings of the ADR also highlight the challenges faced by UNDP in responding to policy developments and rapid changes within civil society that require redefining UNDP's role in Syria and supporting new partnerships between the public sector and the institutions of civil society to promote more accountable delivery of public services and ensuring the protection of the poor. Given that UNDP is a relatively 'small player' in terms of its core and non-core resources, the evaluation recommends a stronger, more comprehensive, advocacy strategy for supporting the social aspects of poverty reduction efforts and the national reform process.
