Summary
The terms of reference mandated an outcome evaluation at mid-term of the Poverty Reduction (PRP) and Environment and Energy for Poverty Reduction (EEP) programmes in the FGN/UNDP Sixth Country Programme, 2003 - 2007. The rationale for the Environment and Energy Programme was the need to address complex national environmental sustainability challenges. UNDP has made significant contributions to the achievement of the outcomes, both through its soft interventions and through the programme outputs and activities. The outcome evaluation of this programme shows that considerable progress has been made in the achievement of the outcomes, especially at the federal level; that there are a variety of external factors that affect the status of the outcomes; that UNDP has made significant contributions to the achievement of the outcomes, both through its soft interventions and through the programme outputs and activities; and that the partnerships strategy was effective, although relations with the United Nations specialised agencies could be improved.
