Summary
The UNDP office in Kiev, Ukraine commissioned an outcome evaluation on Decentralisation, Local governance and Rural Development, based around three existing local development programmes. This Evaluation Report overviews the three separate but inter-related programmes, each of which remains ongoing. In essence the evaluation therefore is a mix between an interim evaluation of performance of the programmes under implementation and an ex-ante evaluation that considers key strategic questions - in particular the feasibility, justification and demand for expansion of the existing framework and relatedly, the modus operandi of the existing programmes in the context of its extension in time and geographical scope. Two findings of significance were found: firstly, there is a weakness as regards process and lack of clear intervention logic or baseline that can be used formally as the basis of evaluating outputs and outcomes - this was highlighted by lack of a Management Information System (MIS) and relevant data and documents for the three programmes that was earmarked for a separate local consultancy output as a complement to this evaluation. Secondly, and nonetheless, the relevance of UNDP intervention has been high despite the lack of this formal process, and has shifted with needs on the ground. The Evaluation found that UNDP's approach to leveraging bottom up initiatives in the service of decentralization and local governance was highly strategic given the specific economic, social, political and historical context of Ukraine. Both impact and sustainability are high for the programmes, noting that the programmes have projects that have been completed also. The projects within the programmes will contribute significantly to increased accessibility to basic social needs by all the people. This is a powerful finding and confirms the logic of continued intervention that both deepends the UNDP's approach and widens it across other potential beneficiary areas. The
