Summary
Purpose of evaluation: The main objectives of the evaluation were to assess the achievements against the original project objectives, identify the strenghts and weaknesses in the projet design in terms of contributions to achiving development outcomes and also identify linkages and synergies with other relevant donor programmes and interventions and provide reccomendations on future of the project. Methodology: The methodology consists of simultaneous use of formal and informal stakeholder consultation at societal level and literature review to assess the achievements as well as provincial visits in order to assess the quality of programme delivery. Evaluation findings: The overall design of the project is sound, logical and consistent with the good governance principles of government and donors however certain setbacks include lack of sufficient quantitative targets and LogFrame overemphasis on the role of UNV without strategies to address asscoiated risks hence sustainability of the project was uncertain, inadequate recognition to the diverse capacity and over stretched absorptive capacity of the targeted provincial and local level government benficiaries. Recommendations: It was highly reccomended among others the continuation of the Programme with improvements in project design, contractual arrangements of project staff, establish mechanisms for effective consultations as well as implementation and execution modalities.
