Summary
Iran has a well-established health system and a national programme for prevention and control of HIV/AIDS. The HIV/AIDS Portfolio is comprised of several grants from the Global Fund to fight HIV/AIDs, Tubercolusis and Malaria. The first of the grants was from the Round 2 proposal (2002) in which the Global Fund commited resources to suport Iran in fighting HIV epidemic. The grant received from GF became effective in 2005 with UNDP-Iran designated as the Principle Recipient (PR), Center for Disease Control (CDC) of Ministry of Health (MOH) with 49% of the 1st phase grant, Prisons Organization (PO) with 28% of it, and Ministry of Education (MOE) with 12% of it as the three Sub-Recipients (SRs). The evaluation shows that the GF project is playing a positive role in HIV/AIDS prevention and control of the country and has stimulated several new stakeholders to take responsibility in the the HIV control programme. Resolving inconsistencies between the rules and regulations of GF,UNDP and National organizations along with improving the coordination between implementing agencies can increase project success in its future phases and rounds. The findings of this report provide evidence that the GF grant has, in its emphasis on results and accountability and its proven ability of current structures to disburse, scaled up the HIV/AIDS prevention and control measures of the country. In addition, there had been major investments in the current GF grant implementing system including achievements in strengthening PR and SRs understanding of Global Fund requirements.
