Recommendations
1 Recommendation 1: To give an additional term of at least 6 months to evaluate the operation of CEHDES/PESIC EE and the fund's activities. In case of there being successful activity, to continue the operation of the fund during the remaining three years of existence of the same, operating under the present modality or modified, or if not, return the remaining funds to UNDP/GEF for its return to GEF or its reprogramation. Issue 2: Although the private sector always been very interested and its participation guaranteed many positive results of the PESIC, the cooperation between the executing agency (CEHDES) and the government counterparts hasn't been very easy. Issue 3: To strengthen the capabilities of "bank / financial techniques" not only for the FOPESIC but also for the formulation of proposals of EE projects

Agree with recommendation No. 1. The Fund evaluation is scheduled in October 2009. Regarding issue 2: SERNA was informed of the chances of having a second phase of PESIC and agreement was made to improve coordination and collaboration between UNDP, Government and executing agency. Regarding issue 3: A stronger relationship, mainly with BCIE, has been developed in recent months, in order to give a better follow up to such issue
