LESSONS LEARNED  Ensuring a mix of technical competence and political influence in a project's management team is the key to a successful project.  If the project depends on a third-party decision for its success, then strong involvement of that party (or those able to influence that party) from the outset is essential.  Building strong grassroots' support for the Project's aims pays dividends when seeking higher level political support and involvement.  Don 't just talk about the aims of the project, talk about the benefits to the people.  Transmission of "Lessons Learned" really helps.  A thorough re-assessment of the situation at the outset pays dividends.  Do not ignore identified threats during the design of a project.  Performance-related contracts work.
