UMIER - Support to Management and Strategic Policies
The conclusions of the evaluation are as follows:
The project can serve as a good example for how to work on developing institutions;
The project is well designed and straight on, which made it easy to understand for the stakeholders;
The project management has shown dedication as well as good management skills;
Most policy papers produced are of high quality;
The commitment among the stakeholders has been high;
Staff both within the Ministry and the Office is up scaled;
The work of the staff of the Ministry has been recognized outside its own walls;
The "Learning by doing" methodology has been successfully used, which means that the skills of the involved staff has raised essentially;
Considering the uncertainty for the future the measures taken by the project most probably has made it easier for the staff to find other attractive jobs within the public administration, if necessary;
Documents important for the EU integration process have been produced and will be valuable for the future;
A full fledged Intranet system is in place and 60 persons well trained;
Information activities have raised the knowledge about the Ministry and the Office;
A modern and interactive web site has been designed and is in function;
The advisory element of the support to the Office has led not only to high quality documents but also to raised competence among staff;
The only critical issue remaining is to secure the results achieved. In order to make them sustainable there is a need of some limited actions for the nearest future.
