Recommendations
1 UNDP should design a clear strategy for ensuring that partners and donors are given visibility in project implementation. This should include measures to ensure that other UN agencies and CSOs are actively involved in the two projects and the implementation of CPAP as a whole.
2 There is need for UNDP to develop and adopt a body of indicators for assessing the impact of all its activities. Emphasis should be placed on whether skills are created, enhanced, mobilized and utilized post training.
3 UNDP should allow the Justice Reform & Modernization project to expire as it does not support the cadre of stakeholders and duty bearers in the justice sector.
4 UNDP should conduct an needs assessment of the entire justice system including government institutions, traditional authorities, Assembly, CSO?s, (I)NGOs and other relevant stakeholders and duty bearers.
5 UNDP Angola, pursuant to UNDP corporate principals and findings from justice sector and assembly needs assessments should combine the new justice support activities and the support to the Assembly activities under a new project ?Access to Justice?.
6 UNDP should appoint an interim Head of Democratic Governance, while recruiting a ?permanent? staff to oversee, coordinate and manage assessments and project amendments or development.
7 UNDP should continue to utilize the Provincial Programme Coordinators to implement the new Democratic Governance projects portfolios, to ensure that there is continuous communication and sharing of information.
8 To ensure that donors and partners are adequately informed of progress in project implementation, UNDP should frequently (if possible on monthly basis) prepare progress reports and hold frequent briefing meetings with donors and partners.

UN has decided and instructed all projects to, as of 2010 AWPs, allocate a budget of at least 1% of its budget for advocacy and communication activities

UNDP is taking full advantage of provincial project coordinators and technical teams to implement activities of both Decentralization and Local Governance Projects. The same approach will be applied with new governance projects.

The CO has decided to be more systematic with projects quarterly reports and dissemination to donors and partners. Periodic meetings with partners are held, such as project boards, thematic meetings with donors and partners.
