1. Recommendation: UNDP Guyana should continue to reorient its programming towards higher-level policy change and strategic upstream work in support of the new PRSP-II and LCDS.

The CO takes note of this recommendation as UNDP Guyana is currently pursuing several initiatives that will have a higher level, policy related impact. During the period 2008 - 2010, several policy related engagements with Government of Guyana have commenced. These include: support for the preparation of the REDDiness Plan on Forest Governance which includes support for the revision of National Forestry Policy and National Forestry Action Plan, AID Effectiveness Support and MDG Monitoring, Reporting and Advocacy through a joint project with the Inter-American Development Bank. These upstream efforts also entailed support for the development of a National Disaster Risk Management policy and legislation, development of a National Sports Policy and revision of National Youth Policy for the Ministry of Culture, Youth and Sports. UNDP is also working on developing six major national initiatives in support of the LCDS. UNDP is about to become a partner agency to implement the Guyana REDD Investment Fund (GRIF). As it relates to the PRSP II, UNDP, like other international stakeholders awaits word from the Government of Guyana on the policy direction related to the PRSP II.

The CO takes note of this recommendation. It currently pursues a strategy intended to work more closely with vulnerable groups in Guyana. A Global Environment Facility (GEF) ? Small Grants Programme (SGP) is being developed in 2010 that will help UNDP to build even further, its work with vulnerable communities. Under the Guiana Shield Initiative, UNDP Guyana has piloted a Payment for Eco-System Services initiative benefitting vulnerable groups.

UNDP Guyana takes note of this recommendation and underscores the fact that the CO works closely with several local NGOs and CBOs across practice areas: Governance, Poverty and Environment. However, more efforts will be taken to further expand these partnerships over the next five years. UNDP will give careful consideration to the role of non-state actors in the process of developing its new country programme and will identify opportunities to increase the number of partners. In the case of the Government of Guyana, UNDP as alluded to earlier is working closely with GoG on the Low Carbon Development Strategy through initiatives such the Amerindian Development Fund.

The CO takes note. Consistent with this recommendation, the CO has already made significant progress in this regard. In the last year, UNDP has taken 3 initiatives to deepen its dialogue and collaboration with key development stakeholders, including the Government of Guyana, members of the UN system in Guyana and other national stakeholders. These initiatives included: the establishment of an Outcome Board which comprises representatives from UNDP, UNCT and Government of Guyana, UNCT meetings with the Ministry of Finance, an Annual Review meeting with all project implementers including CSO, GOG, bi-lateral and multilateral agencies in Guyana, Private Sector, University of Guyana inter alia and an annual donor event at the beginning of each year which brings together parliamentarians, Private Sector, NGOs and other development stakeholders. UNDP coordinates and plans this event jointly with other resident international agencies.

The UNDP CO agrees with this recommendation. However, the CO notes that it has already pursued various opportunities for South-South Cooperation. Two examples are: The Guiana Shield Facility, a regional financial mechanism to promote cooperation between countries of the Guiana Shield with the main objective - to promote and protect the ecological integrity of the Guiana Shield region. The Guiana Shield is regarded as one of the world?s richest and most diverse ecological regions. Another initiative was the Caribbean Renewable Energy Development Project which was implemented to promote South-South cooperation on energy cooperation.

The CO takes note of this recommendation. Several actions aimed at strengthening programme management have been implemented over the last two years as duly noted in the ADR report. Over this period, the CO developed a Plan of Action on Results Based Management, ensured the training of staff and implementing partners on RBM, and recruited a full-time Monitoring and Evaluation Officer. In the last year, the CO has also developed an Integrated Monitoring and Evaluation Plan, has implemented the Annual Review, an Outcome level evaluation of its poverty and environment portfolios was conducted, intensified field monitoring of projects, and has implemented a new information management sharing system. With the support of the Ministry of Finance, the Outcome Board was instituted with participation of other UN agencies and held a Mid Term Review of the CPAP in 2008. The CO at the level of the Programme Unit meets fortnightly to review project financial and programmatic performance. This practice will continue. Further, the CO intends to expand the practice of thematic meetings between implementing partners, UN agencies and other institutions to improve the level of partnership for improved thematic outcomes.
