Comments: Evaluation of the strategic CPD objective, that of advancing of Romania?s role in international development cooperation in accordance with Romania?s geopolitical and strategic position and profile as an active and responsible member of the European Union and the international community. At the end of the programming period, the Government of Romania will have at its disposal, a Romania-UN(DP) partnership model which will produce innovative and multi-actor knowledge and international networking base for Romania?s contribution to internationally agreed development goals.

1.3 One major event is being envisaged and planned for December 2012 in partnership with the Ministry of Foreign Affairs, with the objective of increasing the visibility of the UNDP Country Programme success stories. A brochure that will comprise at least one success story per UNDP CPAP outcome and a repository of all other CPAP projects will be publicly launched and presented at the event. One success story on Business Incubators has already been developed and included in the second edition of RBEC Development Success Stories and two more will be finalized soon. UNDP CO will select a consultant (proof reader and editor) to fine-tune the publication that will also be disseminated online.

6. Recommendation: Issue 2: Successor arrangement 2.12.1 Ensure political will and ownership/capacity in the MFA to reach sustainability of a national ODA structure by 2015

2.1. The New ODA Cooperation Partnership with Romania project for 2013-2015 has already been designed to further expand UNDP-MFA cooperation in the field of ODA and to consolidate MFA capacity. As such, the core objective of the project will be to strengthen the human resources of the MFA and to develop a sustainable national ODA structure by 2015. To this end, it is envisaged that a small Unit of Implementation will be set up to provide services to the MFA or on its behalf. UNDP will recruit the staff and provide training and overall management, with the expectation that in 2015, this unit will become part of the MFA or a nucleus of the Romanian ODA Agency. Moreover, in order to ensure ownership of project results, the MFA will participate in the management of the project in the roles of both Senior Supplier (in partnership with UNDP ? BRC) and Senior Beneficiary.

2.2. The New ODA Cooperation Partnership with Romania project for 2013-2015 will contribute to ensuring a targeted and focused approach to Romanian ODA, going from simple to complex as capacity is being build-up. Romania will continue to focus on existing ODA geographic and thematic priorities as per its national policy and legislation, but as its capacity develops, it is expected to gradually expand the scope fo its work. For instance, the project will support MFA to identify benchmark events (MDGs post 2015, Post-Busan forums, etc.) in which Romania?s experience and expertise can be presented. Deliverables that would earmark Romania?s contribution to global development cooperation efforts may include publications, reports, papers, and Romania-sponsored and/or hosted events.

The project is specifically designed to help develop Romania?s long term vision for development cooperation, and set up an effective system of managing ODA which can be integrated into the national planning and administration system.

2.5 The above mentioned unit will work under the joint supervision of BRC/RBEC and the country office. The association of the BERA Adviser on Emerging Donors, based in BRC, will contribute to the coordination of CO and BRC efforts with corporate UNDP ( RBEC and BERA).
