- Promoting the consistent from the provincial to commune level guidance and regulation on results-based SEDP monitoring and evaluation to make SED planning an effective instrument for state management; - Considering M&E of SEDP performance as a step of a SED planning cycle. Incentives should be given to good M&E implementors to get the data for evaluating the state management performance of the government agencies and improving public resource utilization efficiency. - Using the information drawn from SEDP performance M&E process for making management decisions and policies. This will encourage strongly M&E officers in the province; - Allocating funds training and equipment for M&E work to sustain the project results. - Organizing the training on results- based planning and M&E repeatly for more staff, including training on basic IT skills for commune officials. On- jobs training should be applied. - Improving the access to education and training to the government to strengthen their professional capacity. - Promoting the coordination between the government agencies, especially between DPI, Statistic Office, DOF, PPCouncil and mass organizations? - Coordination between the projects in planning renovation areas (e.g. participatory planning, strenthening M&E capacity, supporting integrated rural development?) financed by ADB, SNV-UNDP, Sida, Findland? to get the synergy from all of those project for promoting state management for results.

Thua Thien Hue PPC 2009/12 Completed The project is closed by the end of 2009. UNDP has no follow-up project in the province. Thua Thien Hue PPC will totally in charge of taking suggested key actions.

- Issuing the guidelines on the 2011 and 2011-2015 SEDPs scope, using the results-based approach in planning for all sectors and districts to apply so that those SEDPs can be monitorable and invaluable - Formulating the M&E framework during preparing the 2011 and 2011- 2015 SEDPs as a coherent part of those SEDPs.

- Considering the possibility to continue the support to Thua Thien Hue in public administration reform, helping the government agencies in identifying the relevant state management functions and mandates to make the policy making and public services delivering responsibilities more clear and relevant at each level and the assignments given to the government agencies more balanced with the allocated and modifiable resources to ensure feasibility of SEDPs. - Based on the relevant and clear functions and mandates of the provincial government agencies the donors can support Thua Thien Hue to reform public administration (through applying management for results approach). Therefore, the M&E capacity built under the SSCM project can help to improve state management and be sustained if it can be reformed successfully.
