Recommendations
1 Institutional reform should be continued. The project can help to make clear the role of the state and the private sector and functions and mandates of state agencies to serve as the background for PAR M & E
2 Result Area 2 - autonomy of service delivery in higher education and hospitals, as pilots, but with a proper policy review at the end of pilots, with appropriate learning and policy adjustment.
3 Result Area 3 - creation of a performing, unified, modern executive system at the local administrative level.
4 OSS dissemination should be supported but under Result Area 4 - providing best practice inputs into the PAR data base/web.
5 Human resource management reform with the focus on salary reform.
6 The next PAR MP should be delivered on a more focused and integrated basis.
7 Review the PMU?s capacity and performance and propose a capacity building plan for the PMU
