Summary
The Assessment of Development Results (ADR) covers period 1997 to 2002. The evaluation found UNDP was able to stay the course throughout the difficult political situation prior to 1999 and to embark on innovative and participatory downstream activities in all 36 states of the federation, targeting the poorest of the poor. Some of these interventions have the potential for replication and scaling up to upstream policy levels. In addition, the National Human Development Reports of 1996, 1998 and 2000/2001 enhanced UNDP?s advocacy role on key development issues and helped to stimulate national debate on the country?s human development priorities. The evaluation suggested for UNDP to narrow its focus and geographical spread and to link its successful micro level interventions to upstream policies in order to have impact on the country?s broader development agenda.
