Lessons
1.

Although woemn empowerment has shown to be tackle in this outcome, it is obvious increased funding is needed.  As an NCC country, it is not possible to get core funding for such projects, partnerships wiht teh private sector are therefore a good way to ensure related projects are funded to empower woemn and youth economically.  UNDP could look into an innovative way to ensure such parnterships, maybe thorugh PPPs.


Findings

more emphasis to be put on SMEs and women economic empowerment.  Increased parnterships needed with NGOs.  There is a strong need to ensure a participatory process in teh preparation of strategies pertaining to women and youth


Recommendations
1 Carry out, with government, a re-examination of potential partners for the CPD. Use resources for the remaining period to scale up to more catalytic mechanisms. updating the ability of the CP to partner for the "social empowerment" and "institutional strengthening" dimensions of the Output.
2 Explore the possibility of creating a forum for all agencies, public and private sector, which act in the field of micro and SME finance Explore with the finance agencies of government initiatives that could draw up a portrait of the financial sector with respect to SME
3 In project design and RRFs, wherever possible show the targets and indicators for cross-cutting issues such as gender outputs, capacity development and broader partnerships

As per the SBA between UNDP and the government of Saudi Arabia, UNDP CO cannot partner with the private sector. Nonetheless, we are going to explore with our counterpart (MOFA) the possibility of creating PPPs including NGOs and Chambers of Commerce As an NCC country, full cost-sharing is from government and allocated per project. UNDP has no control of distribution of resources

Upon MOFA's approval, UNDP KSA will convene a round-table including various player in the field of SMEs to promote a more enabling environment for SMEs in terms of finance and coordination
