IPs and UNDP are recommended to continue supporting the Government of Rwanda with second phase of the programmes with clear indication of yearly deliverables, and with provision to revise deliverables in the middle of programme duration.

UNDP and IPs are recommended to include a clearly articulate resource mobilization strategy for clearly identifiable donors and quantum funding expected.

To Explain an exit strategy in the programme document linking to sustainability of results after exit. Agree with the national counterparts with the exit strategy to own the processes after the closure of programme and obtain commitments at the beginning.

UNDP and IPs are recommended to clarify the capacity development initiatives in the programme document itself without just using the term ‘support for capacity development’.

UNDP and IPs suggested to have a five-year policy/ plan document, and yearly implementation document with budgets, based on monitoring and evaluation reports.

Positioning of a long term strong technical advisor for the CSO programme is recommended.

A capacity needs assessment of CSOs should be conducted immediately with support of any technically qualified firm that has enough number of persons to conduct the assessment across the country.

It is recommended that UNDP Governance Unit team should be strengthened with number of people with expertise in M & E, advocacy, project development, financial management, and communications.
