The timing is tight for a program which started 2 years ago to have a mid term evaluation hence we are proposing to conduct only a final evaluation by December 2017.

1

IPs and UNDP are recommended to continue supporting the Government of Rwanda with a second phase of the CSO programme with clear indication of yearly deliverables, and with provision to revise deliverables in the middle of the programme duration.

UNDP and IPs are suggested to have a five-year policy/ plan document, with yearly implementation document with budgets, based on monitoring and evaluation reports.

It is recommended for UNDP and RGB to put in place a resource mobilization strategy at the beginning of the programme.

It is recommended that a national capacity needs assessment of CSOs should be conducted immediately with support of any technically qualified firm.

It is recommended to gear more targeted efforts towards capacity development of CSOs .

It is recommended that the programme should focus more on the main articulated outcome (strengthening CSOs for responsive and accountable governance; capacity and voice), and less on the project outputs at grant level.

It is recommended to reduce the number of micro-grants to allow for increasing their project duration (from 1 to 2 years).

It is recommended that UNDP and IPs be strengthened with technical expertise in M&E, advocacy, project development, financial management, and communications.
