Evaluation Recommendation No. 1: Design of the next CPD/CPAP to be conceptualized on the basis of a more harmonized structure with fewer outcomes, while taking into consideration impact, outcomes, outputs and activities, indicators and baselines and targets.

2 Evaluation Recommendation No. 2: The process of consultation of the next CPD/CPAP to include wide consultation with line ministries, to ensure that their needs are well covered by UNDP?s next CPD/CPAP, and to avoid most eventual UNDP support being provided on an ad-hoc basis through dispersed consultancy assignments.
3 Evaluation Recommendation No. 3: UNDP Kuwait to request the support and involvement of UNDP regional advisers in economic development, governance, social development and environment during the next CPD/CPAP design process.
4 Evaluation Recommendation No. 4: The sustainability aspect at national level, as well as an exit strategy, should be concretized in each project document; the project director should absolutely work on this and be accountable in this regard.

Management Response: In general, UNDP has a Basic Agreement with the State of Kuwait, as represented by the Minister of Foreign Affairs. While UNDP operationally works with the GSSCPD mainly to implement programmes that are in line with the basic agreement, the programmes are intended to involve all relevant stakeholder institutions. UNDP also works in a way that the State of Kuwait has a lead role. The government through the GSSCPD is committed to ensure that there will be inclusive ownership of the CPD/CPAP.
