Justification: According to the signed cost sharing agreement (on March 2014) /project document(on Jan. 2015), the total contribution/budget for the project is USD5.8 million. The project was implemented smoothly from 2015-2017. However, ever since Aug. 31, 2017, we haven’t got any funding from donor. By end of 2017, we used up almost all of the resources of USD1.8 million. When we applied for new funding from donor at the beginning of 2018, we were told that the company was faced with severe financial crisis and we have to wait for the approval from its senior management. In this connection, all of the project activities had to be stopped. During 2018, UNDP, Implementing agency (CICETE) and donor met several times to discuss how to solve the issue. But got nothing positive. By Q4 2018, three parties agreed to take the advantage of the balance in our account to do a mid-term evaluation on the project so as to get a final conclusion for the project. Early 2019, it was agreed by all stakeholders that the project will be closed after final audit and local PMO was closed afterwards. Financial closure will be done after the payment for final audit this month. Therefore, there is no need and no funding to do final-term evaluation for the project.
