The new “UNSDCF” should have a title that includes the GoB in it. Per example: “Government of Guinea-Bissau – UNITED NATIONS Sustainable Development Cooperation Framework.”

The CCA exercise should be completed in the shortest delay possible.

Work on the “agreed Framework” should be started as soon as possible in order to establish common Outcomes that the UNCT, operating as a team, will pursue. Only then should they proceed to complete the agency country programme documents (CPDs).

A functional Steering Committee composed of the UNCT and co-chaired by the UNRC and a senior government official at an appropriate level should be put in place and should meet regularly.

The outcomes chosen should be derived from national priorities and each Outcome should be linked to only two or three SDGs.

Where necessary, sub-outcomes should be used to link the chosen Outcomes to project Outputs.

Senior Management 2021/12 Completed The UNCT and RCO could not get organized on time to work on the agreed Framework. As a results, agencies such as UNDP, which have established regional deadlines for presentation of their CPDs, had to start working on CPD outcomes ahead of the agreed formulation. At the end, a reconciliation of time was established as UNDP had to request a postponement of presentation of its CPD to the Executive Board.
