Justification: The project faced delays because of challenges in securing Government Financing. The first tranche of money has been received recently however the work planning is still on-going and activities yet to be started. The mid-term review of the project is not mandatory as per the ProDoc but can be done if the Project Board decides doing that midway through the implementation of the project. Hence, the CO proposes canceling this mid-term review at this stage.
