Lessons
1.
  • The approval and enforcement of the Technical Regulation of Labeling for Rational and Efficient Use of Energy for the different classes of appliances included in the PRODOC,
  • The strengthening of the government institutions which is one of the achievements for which the project will be publicly recognized by the Embassy of Germany,
  • The training of the main public and private organizations involved in the implementation of the EE standardization and labeling program for household appliances in Colombia, which included the conduct of 68 regional workshops in 32 cities of the country with the assistance of 2,651 participants and the Training of 1,050 staff,
  • The strengthening of the standardization and testing institutes in cooperation with the National Certification and Accreditation Subsystem with the participation of international consultants with high experience in the field to provide direct assistance to 46 calibration and testing laboratories and to more than 221 technicians and professionals ,
  • A detailed analysis of the market structure and the development of a strategy for market transformation with concrete proposals including the development of an information system (SIETIQ) to ensure market transformation sustainability and the conduct of a workshop with 37 participants to present the results of the study of the market structure and start to develop the communication strategy,
  • The development of training modules on the labeling and effective participation of SENA in the training of 1,012 vendors of equipment subject to RETIQ at national level,
  • The technical support provided for the elaboration of Norms of Labour Competence for laboratory professionals and evaluators of the conformity of the products subject to the RETIQ,
  • The design and development of Sustainable Procurement tools for public entities, together with the design of a guide for the Implementation of Energy Efficiency Plans for public entities. These tools have been validated through a pilot project that was carried out with the School Of Police (ESPOL for its abbreviation in Spanish). As a result from now on the National Police has committed to use these tools to purchase equipment subject to RETIQ. The information provided by energy efficiency labeling and minimum energy performance standards (MEPS) are likely to generate a change of culture by exerting pressure on the market of traditional suppliers  to focus their offerings on more EE equipment.
  • The development and implementation of financial tools aimed at promoting the purchase of EE appliances, which have been placed on the project Website (http://www.etiquetaenergetica.gov.co/) for dissemination, as well as, the design of computer tools, especially designed to be used in points of sale.
  • An effective communication strategy to support the dissemination and promotion of mandatory labeling with the participation of 12 strategic allies, dissemination through more than 68 workshops and 17 local, regional and national events, design and management of the project web page with Detailed information for both the final consumer and key stakeholders in the S & L program, and
  • The inclusion of a differential Value Added Tax (VAT) for the purchase of efficient refrigerators by low-income consumers in the last Tax Reform of 2016.

Findings
1.
  • A detailed analysis of base lines to know the technical capacity in the country and evaluation of equipment sales subject to RETIQ,
  • A detailed analysis of the context and overall importance of the project with a clear identification of the barriers to market transformation and the constraints to its elimination,
  • The correct choice of UPME as executing agency
  • Strong alignment of the project with EE-related national programs and UNDP and GEF priorities,
  • The high quality of M & E reports,
  • The suitability and dedication of the project team members, and

The way in which the project managed to involve the different actors from both the public and private sectors who got involved in the development of RETIQ and made important contributions based on their respective experiences. The strategy was meetings and technical committees for discussion and agreement to implementation and development of RETIQ. The private sector had objections and disinformation that was solved with dialogues multi-stakeholders

  • Some of the worst practices used were: The use of indicators that were difficult to measure during the project execution period, such as the average change from annual sales to higher efficiency appliances or the participation of non-conforming products in standardization and mandatory labeling (S & L). While these indicators are relevant, it is difficult to expect a major change in the few months since the entry into force of RETIQ,
  • The project had delays occurred at the beginning, because the hiring of the project team take several months, and Initiation Workshop not had the team complete. For de next process is recommended for the implementation of UNDP / GEF projects, do initiation workshop with team complete.

Recommendations

Como es habitual en todo proceso de implementación de un nuevo reglamento de alta complejidad, como es el caso del RETIQ, es necesario continuar aclarando y/o modificando ciertos apartados del reglamento a fin de garantizar que no haya dudas y / o se generen conflictos innecesarios a la hora de aplicar el reglamento. Para ello, se recomienda mantener abierto un proceso de diálogo entre los actores que van a estar sujetos al RETIQ y el MME a fin de clarificar cada una de las dudas que vayan surgiendo a medida que los distintos actores analicen los requisitos que deberán cumplir cuando el RETIQ entre en vigencia.

A su vez se recomienda implementar un exigente programa de entrenamiento a formadores que serán los responsables directos de capacitar a los equipos de venta de las cadenas minoristas

El proyecto participó en eventos a través de Stands o de espacios de dialogo donde se interactuó directamente con el público asistente, se informó sobre el proyecto y la implementación de la etiqueta y los requerimientos técnicos RETIQ.
