1. Recommendation:

UNDP Country Office should follow and systematically re-appraise the theory of change of the intervention and the Outcome area should become more focused, with solidly established objectives and activities leading to economic development. This needs to be defined as early as possible in the new programming, stating clear directions for the work to be done. The projects and Outcome programme should establish clear outputs and indicators and assure their monitoring and evaluation throughout. The Outcome needs to continue to consolidate its efforts and avoid fragmentation through clearly defined programming and resource allocation. UNDP should review the importance of the Outcome for its CP and allocate more staff – for instance, through the UN JPO Programme – and seek for increased funding, for example through partnerships initiated with IFI and bilateral cooperation.  The Outcome should be prepared for an expansion of the expected results. In addition, increased normative work for economic development policy is needed and can be done by using project results to advocate for policy change.

Fully accept. The focus on upstream level will continue as way to produce evidence for better poverty policy responses. This has been the case for elaboration and construction of Municipal Multidimensional Poverty Report and the National Multidimensional Poverty Indicators and Reports. UNPD has also assisted the Ministry of State for Social Sector in mapping the effectiveness of social national programs. All these reports have led to influence the revisions of the National Development Programme 2018-2022, budgeting options and prioritization in planning for social protection and economic development policies. The study on skills supply and demand in Huila professional has also led to the formulation and publication of the Presidential Decree that will regulate professional internship and industrial attachment of young people graduating to the TVET in the country. With additional financial resources expected from Norwegian and Rapid Financial Facility (RFF), the Inclusive Growth Unit will certainly increase not only its technical team but the scale in terms of  influencing innovative solutions  and policies advancing economy development and poverty reduction in area of economic diversification, TVET, social protection for informal economy sector  and digitalization, and youth employment. UNDP will also support the implementation of the iSDG model in country through the Ministry of Economy and Planning to identify pathway policies needed for the country to align and achieve the SDGs. Results will be achieved to partnering with UN Agencies, IFIs and Development agencies.

2. Recommendation:

UNDP needs to focus more on youth and employment to more adequately align to the government priority set for youth, employment and the economy in general to address poverty and development. These two targets should be clearly emphasised in the Country Program, making economic development particularly targeted at youth an autonomous area within the programme. Simultaneously, the development of the Outcome should work to transversalise economic development to other CP areas like the environment, sustainable value chains or gender focussed projects. Poverty should be brought forth again to the programming of the UNDP Angola, together with improved communication of Outcome results to increase relevance. The UNDP work in the area of the SDGs should become more a CO effort than of the UNDP specifically.

Fully accept. UNDP is positioning itself in the country in area of youth skills development and employment programme support. Youth and gender are crosscutting issues in the CPD with prioritization in economic empowerment and inclusive participation. The Memorandum of Understating between the Ministry of Labour, Employment and Social Insurance was signed in 2020, and the Action Plan is now in place. With support from Turkey_ UNDP Partnership 100 young people graduating from TVET in Huila Province have been admitted to professional internship with local companies. In joint resource mobilization effort between UNICEF and UNDP, the financial resources will be available from Norway to build back better in post COVID-19 context which will enhance skill development and job creation for the youth in Angola. The Inclusive Growth Unit will recruit two additional staff on service contract to deliver UNDP’s engagement on youth skill deveppement, entrepreneurship and employment initiative.

3. Recommendation:

Activities in the Outcome should continue to invest in sustainability, especially through the expansion of successful sustainable projects and practises. While the new activities should continue to emphasize and target sustainability, the projects and activities that have already proved to be likely to be replicated and even continued by the government in the same or similar models should be given priority.

Partially accepts.There is a clear alignment between CDP outcome with UNSDCF e with National Development Plan. It is acknowledged that the scale of the country economic diversification will depend on highly and professionally qualified people. UNDP investments in professional vocational training will not only foster employment prospects but also larger participation of young people in productive sector. In aligning with PRODESI and PREI will give more substantiality as the government is heavily investing in productive sector and formulation of informal sector. This is outcome prioritization will be given for  concrete actions with potential for  greater impact for employment generation and poverty reduction.

Programme Unit 2021/03 Completed The Inclusive Growth & Development Programme aims to support government efforts by setting up platforms that promote self-employment in urban areas and small business incubation centres to provide youth-driven start-ups with financial and technical advice. In addition, the Inclusive Growth & Development Programme will support the country office initiatives that emphasize development cooperation, collaborative networks, innovation and scale-up and scale-out efforts. Also, provide inputs focusing on unemployment and compile data and analysis for reports that technical support to management on macroeconomic policies, trends and relevant linkages with topical emerging issues in Angola to youth job creation, enterpreunsership and poverty reduction. 4. Recommendation:

UNDP should develop a clear and relevant partnership strategy, based on the good experiences of joint work and oriented towards the Outcome objectives and aims. At the UN CO level, the UNDP should explore synergies with the ILO and FAO, especially in what productive and income generating activities are concerned. Also, the synergies with the UNDP Accelerator Lab in Angola need to focus on innovations for job and economic opportunities creation, particularly for the youth and women in the informal economy. UNDP can also further explore the partnerships and funding from the European Union, the World Bank/IFAD or the AfDB, as well as work within government programmes. Given the graduation of Angola to MIC, government funding for activities in this area needs to be more actively sought.

Available Partnership Strategy and Resource Mobilization emphasizing collaborative partnership with IFIs, Privates sector and government for greater impact and delivery of development services.  A Joint Programme titled: Angola Catalytic Finance Initiative (ACFI) to initiate the poultry value chain has submit to the Joint SDG Fund. FAO will focus on the acceleration of inclusive and sustainable agribusiness investment in Economic Growth Corridors, Agro-economic Information System and AgrInvest. UNDP will emphasize on vocational training and industrial apprenticeship. The IFC will concentrate ongoing upstream initiatives and advisory services programs, leveraging the Agribusiness Leadership Programme, focusing on the development of capacities and models in the poultry sectors. UNFPA will build the integration of women in the value chain.

UNDP is also engaged with ILO in elaboration of the study of skills demand and supply in Huila Province and further collaboration is now envisaged in analysis of the impact of Covid-19 on informal economic sector in Angola.

5. Recommendation:

Gender equality and Human Rights should continue to be taken into consideration in the design and implementation of projects but an increased focus on women as key actors for the Angolan economic development should be pursued. While the continuation of activities targeting women or vulnerable groups is desired, the Outcome needs to open for new modalities of fostering equality and addressing the more vulnerable.

Fully accept. In actual projects gender is consider as priority. With funds from Norway in building back better in post COVID-19 context which will enhance skill development and job creation for the youth in Angola, 60% of young women are expected to benefit directly from the intervention. The Inclusive Growth Unit is expected to increase the staff by recruitment of the two qualified women.
