1. Recommendation:

There is a need to conduct more targeted and in-depth gender awareness- raising and sensitization on the positive roles that could be played by women and the youth in peacebuilding. More capacity building in peace and dialogue issues should be delivered to women, as well as paying more focus on strengthening women’s inclusion in decision-making processes to encourage their participation in peace building issues.

The successor Rule of Law (ROL) project will consult with potential donors and local stakeholders to conduct a research to review and refine the Theory of Change (TOC) on the causal connection between gender/age-sensitive detainee protection and inclusive peacebuilding.

ROL project team/ Governance unit 2022/07 Completed The new Promoting Institutions Access to Justice (PIAJ) project follows from the previous phase of RoL programming and we have built-in dialogue and consultation into the methodology, likewise we are building in sensitization, advocacy and awareness-raising and stepped-up our work not only on issues faced by women, but also men, girls and boys (with a juvenile focus), along with marginalized groups. Practically we have two Technical Committees with whom we have conducted four meetings, we also engage with each of the RoL institutions and are working closely with CSOs. We undertook indepth and detailed inception across both Aden and Sana’a and have also engaged with the OSESGY Gender Advisor (track 2 diplomacy) to ensure we include and promote women in both the design of model approaches and within all consultations. The limits for the time being lies within resource mobilization as we would like to expand activities but within our current funding remit, we fully integrate women and youth in any and all aspects of peacebuilding that fit within the current project specs. 2. Recommendation:

The project has demonstrated that it is possible to achieve transformative results working in places of detention in volatile contexts. The project interventions should be continued and scaled-up to cover additional governorates, taking note of lessons learned in the current phase.

The successor ROL project includes an Output to continue the detainee protection intervention over the next 3 years. The project will continue to mobilize resources for scaling-up.

ROL project team and Governance and Rule of Law Programme Team 2022/12 Initiated The new project currently focused upon Aden and Sana’a, we have requests to expand our geographic coverage but this is dependent upon receiving more funding. In the meantime the project choose to do a deeper dive approach in a smaller number of locations, both north and south, than spreading too thin across many locations. The project is also connecting Governorate level RoL Planning Processes with SIERY to offer the chance of expansion, particularly around prisons and police stations. History

ROL project team 2022/12 Initiated The PIAJ project is focused upon hiring local over international implementing partners; all our local partners are members of the Technical Committee in either Aden or Sana’a or both and the project work closely with them wherever possible to develop model solutions and the contents of ToRs for the work, such as most recently our work with Mysarah, YWU and Aden University Women’s Institute. 3. Recommendation:

Coordination among rule of law and peacebuilding actors was critical for success. The project should strengthen platforms that bring together and enable information sharing among the attorney general's office, prosecution offices, courts, central corrections/prisons, and other places of detention.

Under the PBSO project, UNICEF’s Technical Working Group brought together stakeholders working in child protection for regular coordination meetings. The successor ROL project includes a component on ROL sectoral coordination to sustain and expand inter-agency platforms, such as UNDP’s Rule of Law Annual Consultation (ROLAC). The successor ROL project will also pilot district level ROL coordination mechanisms.

ROL project team 2022/07 Completed The new phase of RoL programming involves much closer interaction and partnership with our key stakeholder institutions, including regular visits and project staff allocated as focal points to follow-up with institutions weekly. This involves a mindset shift for project staff, some of the project team having had a previous preference for remaining in the office and working through Ips, with little interaction with the institutions. Shifting the project working culture is evolving, with some staff requiring more support to take an active role and in the meantime our Yemen staff stepping-up and utilizing their knowledge, relationships and language abilities to be far more involved than the previous phase. 4. Recommendation:

The project should strengthen the role of the Ministry of Endowments to invest in child justice complexes and places of safe shelters, including supporting infrastructures for juvenile justice complexes and the development of a child referral mechanism for services.

The successor ROL project will consult with potential donors and local stakeholders to expand its partnership beyond the conventional ROL actors, subject to resource constraints and allocation priorities. UNDP will explore with the Ministry of Endowments and ROL institutions whether additional Government funding may be available for this area.
