Conserver et consolider l’approche locale dans la mise en œuvre, qui se concentre sur la valorisation des connaissances terrain : travailler avec les acteurs locaux ayant une bonne connaissance du terrain et un accès direct (associations et/ou gouvernance) et continuer à encourager la créativité des partenaires pour opérer sur la thématique de PEV mais également les sous-thématiques associées (travail sur la cohésion sociale et la résilience individuelle et/ou communautaire).

Renforcer l’approche multipartiteet engager le secteur privé en capitalisant sur les résultats du processus de cartographie des entrepreneurs tunisiens, l’étude sur les coûts économiques de l’EV  et le partenariat avec l’Institut pour l’économie et la paix (IEP) et valoriser des projets associatifs qui proposent l’implication du secteur privé.•À consolider avec d’autres acteurs pertinents engagés: engager le dialogue avec des acteurs sécuritaires pour une complémentarité de la réponse (sécuritaire et prévention). Potentiellement impliquer le niveau institutionnel (ministère de l’Intérieur,ministère de la Défense et de la Justice), travailler en étroite collaboration avec DCAF et créer davantage de synergies avec d’autres projets du PNUD et de l’UE.•Implication des acteurs médiatiques: encourager l’inclusion des médias pour communiquer sur les projets / initiatives et consolider l’engagement des médias dans les efforts de PEV (communication basée sur la prévention pour faire de la sensibilisation)

The project will continue engaging the private sector. The second phase of Tarabot will include a more direct engagement of the security sector (the second phase innovates its approach by adding attention to the complementarity of CT and PVE interventions). More will be done to engage the media, although they remain a secondary target of the project. Media engagement will be useful to increase visibility of the CNLCT; improve CNLMCT’s ability to engage civil society; and in order to promote a national debate on social cohesion, trust and tolerance.

Creuser davantage autour des synergies avec d’autres acteurs/projets existants et travaillant sur la même thématique. Il faut davantage de coordination stratégique au niveau des bailleurs de fonds internationaux. Solidifier la base de financements et mobiliser davantage de bailleurs de fonds autour de la thématique PEV.

Tarabot has the ambition of positioning itself as a reference for PVE in Tunisia and it is keen to promote an improvement in coordination and the creation of synergies between different actors. This will be pursued at three levels: with the CNLCT and through the coordinating role they should be encouraged and empowered to play; within UNDP and the UN system; and with other donors and international partners.

4. Recommendation:

Recommandation 4Travailler avec les autorités (acteurs gouvernementaux nationaux, régionaux et locaux) pour solidifier le rôle et la place de la CNLCT: Travail de plaidoyer sur le rôle de la CNLCT, particulièrement sur le volet PEV et pousser sur la nécessité de travailler sur la thématique (volonté politique), au plus haut niveau. Il faut certainement continuer à appuyer la CNLCT en matière de communication et de visibilité : Organiser des sessions d’information publiques et des formations pour les acteurs de la société civile au sujet de la CNLCT et de la SNLCET car ils semblent manquer de connaissances sur le sujet, pourtant important. Il faut donc renforcer les efforts de communication de la CNLCT, y compris par l’utilisation de produits audiovisuels, le ciblage d’un publique plus large et promouvoir l’engagement des jeunes.

5. Recommendation:

Recommandation 5

Modèle d’engagement avec la société civile: Il est envisageable pour le PNUD de continuer à financer directement les associations locales (modèle de subsidiarité) bien que cela comporte des contraintes. Le financement en cascade serait un potentiel mécanisme à explorer. Le contre élément à cela est qu’il y a une confiance déjà établie entre le PNUD et les associations, qui veulent continuer à travailler avec le PNUD. Il y a également une transparence (notamment financière) qui ne serait pas évidente à établir au travers d’une association qui gère et centralise les fonds, en plus des couts de gestion (le modèle reste cependant à étudier). En relation avec la question du travail avec les petites associations: le but est-il le renforcement des capacités de ces dernières ou de considérer les associations comme prestataires de services ? Dans le cas où la collaboration directe est continuée, il faudra prévoir du temps et un budget pour leur formation. Dans le cas contraire, il ne serait pas de la responsabilité du PNUD de les former. Il faudrait en revanche les évaluer en amont, en termes de capacités, pour s’assurer des capacités suffisantes pour la mise en œuvre du projet.

A number of recommendations point to the added value of operating at both national and local level. This is a general lesson that is appropriated by the Tarabot team. When it comes to partnerships with civil society, we are committed to finding a mechanism of engagement that will allow us to benefit from collaboration with both local and national organisations. We will consider the cascade funding model as an option.

Promouvoir une culture d'implication des jeunes car ils demeurent un public cible très pertinent en matière de PEVétant donné le manque de confiance envers les institutions de l’Etat et le risque de radicalisation. Il faut continuer à travailler sur ce public avec l’idée du noyau et de l’impact direct/indirect.Globalement, les partenaires d’exécution ont été sensibles à l’approche genre et des droits de l’Homme surtout dans la conception des activités.

Augmenter la portée nationale pour un impact durable. Il est nécessaire de concentrer davantage les efforts sur le niveau structurel d’intervention. Par exemple, l’encadrement de la PEV doit passer par des politiques nationales efficaces, l’implication des organisations ayantune empreinte nationale, la sensibilisation et le renforcement des capacités en matière de PEV, la collaboration avec le PNUD Libye, etc.
