2. Recommendation:

This recommendation is fully accepted on the basis that the recommendation to resource mobilize for the reparations process is emcompassed in Recommendation 1- to resource mobilize for transitional justice. It is to be noted however that in line with UN Policies on Reparations, UNDP cannot financially contribute to supplement individual or collective reparations, but would advocate for Government and other partners to do this.

Head of Governance 2022/12 Initiated The post-TRRC project will provide extensive technical, advisory and financial support towards strengthening the capacity of CSOs and the NHRC to advocate for, monitor, support and report on the implementation of the TRRC recommendations. However, there is need to allocate more resources in this area during next CPD, not just on governance but all other clusters and cross cutting programmes.
4. Recommendation:

Avoid any coincidence between the transitional justice process’s timeframe and elections to prevent any jeopardy on transitional justice’ outcomes. In other words, transitional justice projects should always be implemented before any electoral process.

This recommendation is rejected as it falls beyond the powers to UNDP to adhere to it. It is not possible for UNDP to influence the national electoral calendar to accomodate continuity of the same government that introduced transitional justice processes.
