The UN system should continue with its planned consultation and negotiation with Government at the strategic and the operational levels to clarify how best the UN system can respond to the PRS-related Buchanan Report regarding priority deliverables taking cognizance of the life cycle of UN programmes and projects

It is recommended that a small ad-hoc group of representative financial specialists from the UN agencies, the World Bank and the mission be formed as soon as possible under the aegis of the IAPT to see how this might best be addressed

13. Recommendation: 13. The UN system should adopt and apply RBM principles in its M&E system, using the revising of the UNDAF Results Framework to become a proper ?Results and Accountability? Framework as the key exercise facilitated by RBM training expertise within the UN system. This exercise and expertise should be shared with Government so that it is a joint learning-by-doing opportunity

14. Recommendation: 14. The UNDAF revision exercise including the preparation of a SMART M&E framework should be led by the IAPT. The cadre of M&E specialists in IAPT should advise and assist the OGs and WGs throughout this process. This M&E framework will contribute to the foundation of the One Programme
