1. Recommendation: 1. There is need to clarify, from a Project perspective, how best to engage with the recommendations given and the personnel, structure required. It is thus recommended that UNDP assume a clearer strategic role within the context of the Review processes, recommendations and allied activities described. IAZ?s future positioning needs to be clarified with regard to the Project and/or future decentralized mainstreaming activities as does that of the JFA

3. Recommendation: 3: The Project?s current/potential positioning within the wider GRZ/CP/UN discourse on mainstreaming and decentralization, needs to be better defined and contextualized if it is to maximize future potential.

4. Recommendation: 4: The need for a preliminary review of the NAC to be undertaken towards the development of a pertinent strategic plan, itself contextualized within the SNDP and the NASF 2011-15, and concomitant management, planning and other pertinent structures being put in place. Review and allied review recommendations regarding structure and operations, management, purpose and strategic intent of the NAC, need to be moved forward. Engaging high-level internationally recognized technical assistance to help drive the overall process is further recommended. Decentralization and mainstreaming, as already noted, must provide a strategic focus for this remit.

NAC 2011/01 Completed NAC has a new strategic plan for the 2011-2015 period and is being restructured. Progress has been made on finalization of the revised structure and ToRs for various positions and there has been acceptance among staff for the process to move forward. It is now being called the NAC realignment process to reduce anxiety among staff.
5. Recommendation: 5: The mainstreaming toolkit needs to be revised and simplified graphically, and a Second Edition produced, as training continues.

The revision of the tool kit was envisaged hence the first was edition one. Edition two will take into account the recommendations of the project review.

NAC has been providing mainstreaming capacity building of the District and Provincial Planners with support from UNDP and other donors. This should be a continuous process due to high turnover of staff and complexity of understanding mandate, comparative advantage in the mainstreaming agenda for each sector.

11. Recommendation: 11: Clear, committed and unified engagement with and from GRZ at all levels is essential in order to drive the whole mainstreaming process effectively. Without such involvement, the necessary on-going technical support, targeted and secure funding, personnel positioning and executive authority cannot be satisfactorily implemented, harmonized and maintained.

12. Recommendation: 12: The role demanded of the NAC in the project under review, reflects a lack of clear understanding of its strengths, weaknesses, resource and technical capacities and capabilities. NAC?s role should be firmly contextualised in its actual mandate ? coordination, M&E etc. It would appear that an incremental approach to the project would have worked better.

Project offered this lesson learnt. NAC can identify a CSO such as its current work with AMICAALL to undertake the mainstreaming implementation agenda. Moreover, Irish Aid, UNDP/UNJT will support NAC to develop tools, capacity or mainstreaming, M&E accountability systems and TA to support the mainstreaming agenda.
