1. Recommendation: Given the dearth of energy efficiency activities in Georgia, UNDP can start with creating awareness on energy efficiency, especially at decision-makers level, which can be followed by more larger-scale activities focusing on the public-at-large

UNDP, UNDP-GEF project management 2011/12 Completed UNDP has recently started a new GEF-funded project on using biomass for energy efficiency. This project is implemented in close partnership with Tbilisi Municipality. Besides, negotiations are on about new project on energy efficiency in residential buildings.
2. Recommendation: In renewable energy the current privatization drive should be supplemented in such a way that not only a few large oligopolistic power producers profit, but smaller-scale independent power producers in the rural areas as well. If offered some preferential tariffs, small-scale hydropower producers (SHPPs) and renewable energy producers in general, can compete and having the development dividend in terms of creating income in more remote rural areas. This will first of all require convincing policy and decision-makers as well as providing technical support in the formulation and implementation of projects, aided by appropriate financing schemes.

Under UNDP-GEF renewable energy project UNDP will put a greater emphasis on a dialogue with the policy-makers and continue building up project pipelines for existing financial mechanisms, e.g. Renewable Energy Fund and EBRD Energy Efficiency Facility

UNDP, UNDP-GEF project management 2011/12 Completed Project was revised according to the reccomendations made. UNDP together with KfW has supported setting up of a Renewable Energy Fund which provided financial support for contruction and reconstruction of SHPPs. Besides, TA provided by UNDP was instrumental for the RE Fund and partner banks in making their decisions about funding construction of SHPPs.
3. Recommendation: Regarding rural energy, the promotion of energy saving technologies in rural areas, such as solar water heaters and efficient stoves should be further promoted. This will require an appropriate rural energy supply policy that finds a balance between supporting the poorer segments of the rural populace and financial sustainability

UNDP will prepare a large-scale project to expand rural energy program from pilot regions to other rural areas and will make afforts to mobilize resources

UNDP No due date No deadline established UNDP has prepared USD 2.5 million project proposal on household level renewable energy and energy efficient technologies and together with pilot project results presented to donors. Although, UNDP was unable to mobilize resources for this project, donors expressed their readiness to work in this area. For instance, BP has launched an energy bus initiative that links aggressive public awareness to micro credit program. The program is supported by USAID, OSCE and EBRD. In 2009 UNDP will continue looking for a donor to fund rural energy project
