1. Recommendation: Both the challenges of 'scaling up' and 'closing the loop' are currently outside the terms of reference of the Social Innovations Fund. SIF is undoubtedly contributing to the knowledge base necessary for social system reform, and indeed, it is providing (temporarily) some extraordinary services at local level. But for SIF and the other reform efforts to have a lasting effect, significant work needs to be done to incorporate the experience of SIF into national policy formulation. The Ministry of Labour, Employment and Social Policy is developing a strategy and implementation plan for social protection system reform, and they are proposing a mechanism for better co-ordination of reform projects. These initiatives need to be supported-although not uncritically-by UNDP and interested donors. Another area for consideration is the involvement of the Faculty of Social Sciences, currently the only institution responsible for the training of social workers. The SIF team, academic staff responsible for establishing the curriculum, and other social welfare reform projects may wish to enter into a dialogue (if they are not already doing so) about any necessary changes to the education of social workers in the light of their experience on the ground. This dialogue could be extended to include the Ministry of Education and the Vocational Education and Training project.

Support the Ministry of Labour, Employment and Social Policy in developing a strategy and action plan for reform of the social protection system. This plan is vital for ensuring the institutionalisation of reforms already started. It is therefore essential that the lessons learned from SIF and the other two reform projects are considered during the formulation and review of this plan
