Capacity Development will remain a priority concentration for UNDP Georgia, in line with the corporate strategy and self-expressed country needs. Capacity Development will continue to be mainstreamed in all UNDP initiatives and will be shaped in a way to bring about a sustainable change. The enabling environment, institutional development and individual capacities will all be addressed in an integrated fashion. Capacity Development initiatives will be carefully evaluated for their potential for sustainable impact and recommended for implementation on this basis. In delivering the programme, national implementation and alignment to national systems will be prerequisites.

UNDP has been providing and will continue to provide competent advice, advocacy and recommendations to the government, civil society and private sector. Past UNDP contributions have proved to be very successful in stimulating policy dialogue and public debate on strategic topics. Products such as National Human Development Reports, Intellectual Property Rights Paper, Agricultural Diversification Study, other specialized studies and research will continue to be made available to the Government to promote evidence based policy-making and respective conclusions. UNDP contribution to policy debate will be better documented and communicated to the public.

UNDP has already started to apply proactive measures to promote confidence building and conflict prevention through stand alone initiatives as well as by mainstreaming it among UNDPs wide areas of interventions. In addition to demonstrating an exceptional responsiveness and rapid reaction to the August 2008 conflict via launching a multi-component ?Early recovery? project in Shida Kartli, UNDP has already started feasible interventions that promote conflict prevention and confidence building in the county. The examples of multi-million projects on IDPs together with the Government of Norway and on Confidence Building together with the EU emphasize the repositioning of the CO in this direction. Mainstreaming of Conflict Prevention and Confidence Building throughout the entire programme will also be given a due attention.
