The UIP and UNDP will continue to analyze the links between poverty and access to Justice and feed this information for the project design for phase II. Already these linkages were reviewed in the PACAJ study on gender issues in the administration of Justice and Police done by the CFJJ with project funds.

This recommendation is in line with the Government programme aiming towards more decentralization. The ?PARPA II?, PEI, UNDAF, CPAP should all lead towards a phase II project that also goes in this direction.

During implementation, PACAJ has undergone two surveys on knowledge management at district and provincial levels to assess opinion and capacity of stakeholders in the justice sector. NGOs and local radios have been working on legal awareness. IPAJ has developed TV programmes on legal awareness. Assessment of justice capacities should be done following pilot project activities.

We agree with the recommendation and suggest doing both capacity building of CSOs and using them for activity implementation. Experience demonstrated low capacity in CSOs, especially at local level. Future project should contemplate training in financial management and RBM. Next project should plan for high maintenance activities with CSOs.

Reporting templates and financial training were provided to the NGOs mid way during PACAJ implementation, and reporting improved substantially. However, with high turnover ratio, training needs are to be repeated, and close monitoring of report quality is necessary.
