The Department of Transport is in agreement that strengthening of capacity in the provincial and local spheres of government is central to the successful implementation of viable public transport projects and there are various support initiatives being undertaken to strengthen provincial and municipal governments.

Government is committed to the phasing in of Integrated Public Transport Networks, and the focus will also be extended to the districts outside of the major cities. The 2007 Public Transport Strategy is currently being reviewed, and some shift in policy is envisaged to ensure that emphasis is not only on metropolitan areas, but that there is a more equitable distribution of resources and benefits from improved public transport. The emphasis will be on the implementation of area specific and appropriate mobility solutions, incorporating all modes of transport and ensuring proper integration.

3. Recommendation: The GoSA and DoT should also assist provincial and municipal governments in responding to the challenges of sustaining their new transport systems through identification of new revenue streams related to reducing municipal operational costs and green urban development

National government, through a process led by the National Treasury, is reviewing the current funding streams for public transport, across all spheres, to ensure more optimal use of existing funds, which should lead to improved outputs and outcomes. These municipalities will receive increased national government support on planning and designing appropriate services, as well as the negotiation process with existing, informal Public Transport operators. The department is in the process of developing national guidelines for the negotiation process, and will also take a leading role in the process, ensuring more uniform procedures and outcomes.
